Date proposed in Hong Kong telegram No. 814 to Secretary of State for the Colonies (namely January 15th) seems suitable. It is important from point of view of this post that a reasonable interval elapse between publication and operation in order (a) to give Chinese time to warn prospective

travellers, make the necessary arrangements to issue passports etc. and (b) to enable me to clear up certain points Īgrp. omtal are not clear to me from text of bill about which I am consulting Hong Kong.
